Oh wait, is that Ash Ketchum? Looks like he is! Jokes aside, this meme is known as Dat Ash or Ash Pedrerio in the meme circles, and it is used mostly to make sex and NSFW puns using Pokemon names. Apparently, the meme depicts someone wanting to give oral to a girl saying, "Imma Lickitung till you Squirtle!" The creepy guy in the picture is a Brazilian, and Pedrerio is a Brazilian nickname given to construction or blue-collar workers who usually catcall and tease their female coworkers.
