Unless you an anime aficionado, you are less likely to understand this meme. "Notice Me Senpai" is just an anime trope. The term Senpai loosely refers to mentor/senior in Japanese, and when a cute female anime character says "Notice Me Senpai," she is just hoping for a senior or the most popular guy in the school or her troop to see her. This meme, "Senpai Noticed Me," hilariously tried to put an end to the popular trope.
