A Man's Friend Stole His Winning Lottery Ticket

Santiago Gasca is undocumented immigrant living in Idaho. He recently bought a scratch-off lottery ticket that won him $40,000. Since he is an undocumented immigrant, he can't cash the winning ticket himself. He asked a friend to cash the ticket for him and offered $1000 for help. The lady deposited the money in her account and told the man to get lost! There is nothing much he could do, though.
